Over tiles
Vinyl can go over tiles if they're well-bonded and flat. Deep grout lines or uneven tiles need a levelling compound first, otherwise the pattern can telegraph through the vinyl over time.
Over concrete
Concrete is a great base for vinyl once it's level, clean, and dry. Moisture is the key risk — new or ground-level slabs should be moisture-tested before installation.
